What’s Planned at Bass Lake Road in El Dorado Hills? Town & Country Village Update

If you’ve heard about plans for hotels, restaurants, housing and an event center near Bass Lake Road in El Dorado Hills, you may be wondering: Is Town & Country Village actually happening?
The short answer is the project has been approved, but that doesn’t mean everything originally proposed is about to be built.
El Dorado County approved the project in October 2025. Since then, the developer has been working on revisions following concerns raised during the approval process. Here’s where things currently stand.
Where Is Town & Country Village?
The approximately 57-acre site is north of Highway 50 and east of Bass Lake Road, near Country Club Drive in the El Dorado Hills area.
The land is currently vacant and was previously designated for very low-density residential development. The approved project required significant changes to the area's land-use designations and zoning to allow commercial and multifamily residential uses.
For anyone who regularly travels between El Dorado Hills and Highway 50, it's a significant location, which is one reason the proposal has received so much attention.
What Was Approved?
The Board of Supervisors approved Town & Country Village El Dorado on October 28, 2025.
The approvals allow for a mixed-use project that includes commercial development, multifamily residential uses and open space. The more detailed plans for the initial development area included:
Two hotels
Restaurants and retail
An event center and museum
Residential cottages, including employee housing
Short-term or extended-stay lodging
Open space
The county also approved a tentative subdivision map dividing the property into 16 lots. Some are designated for the initial residential, commercial and open-space development, while other portions are part of a Program Study Area that could accommodate future development but were not approved for immediate construction under the initial plan.
That distinction is important because some of the larger numbers associated with the project refer to its potential future development, not necessarily what is being built now.
So, Is Construction Starting?
The project has its major county approvals, but there is no evidence of a groundbreaking or active vertical construction as of September 2026.
More importantly, in June 2026, the Sacramento Business Journal reported that developer Mohanna Development was working on revisions to Town & Country Village in response to concerns raised by county supervisors.
So the finished development may not look exactly like the plans and renderings residents may have seen over the past few years.
Approved does not necessarily mean imminent construction, and it doesn't guarantee that every element of the original proposal will ultimately be built as initially envisioned.
Why Has the Project Been Controversial?
Town & Country Village has gone through a lengthy public review process.
During Planning Commission consideration, supporters pointed to potential economic and employment benefits. Concerns raised during the process included traffic, sewer infrastructure, fire-service demand, biological resources and the scale of future development.
The project's environmental review also examined issues including transportation, wildfire, public services, utilities, noise, water and biological resources.
The Board ultimately approved the project in October 2025, including the necessary General Plan amendment, Specific Plan revision, rezoning, planned-development permit, tentative subdivision map and conditional-use permit.
What Could This Mean for the Bass Lake Road Area?
If Town & Country Village moves forward, it could significantly change this part of the Bass Lake Road corridor.
The project could eventually add new places to eat, shop and stay near Highway 50, along with additional housing and other amenities.
But for nearby homeowners and buyers considering this part of El Dorado Hills, I think the more important point right now is simply to know what's planned without treating conceptual plans as a finished project.
When buying near a large future development, I always recommend looking beyond what exists today. Future roads, commercial areas, housing, traffic patterns and infrastructure can all affect how an area feels over time.
What Happens Next?
This is a project worth watching.
Town & Country Village has cleared an important hurdle by receiving county approval, but the developer's more recent revisions mean there are still questions about what the final project will look like and when construction will actually begin.
