A new residential village is planned for Serrano in El Dorado Hills.
Village A14 will bring 51 detached single-family homes to an approximately 35.8-acre site near Village Green Drive and Russi Ranch Drive, about 1,200 feet east of Silva Valley Parkway. The project isn't entirely new- it has been in the planning process for years- but it's worth watching as one of the relatively limited opportunities for new construction within an established part of Serrano.

Where is Village A-14?
Village A14 is located south of the intersection of Village Green Drive and Russi Ranch Drive in Serrano.
For those familiar with the area, that puts the project within an established portion of the community rather than on the outer edges of El Dorado Hills.
Buyers considering new construction are often choosing between a brand-new home in a developing area and an older home in a more established neighborhood. Village A14 potentially offers a different combination: new homes within a community that has already been developing for decades.
What’s Planned for Serrano New Construction at Village A14?
The approved subdivision includes 51 detached single-family residential lots.
Lot sizes are expected to range from approximately 3,760 square feet to 10,362 square feet, along with internal streets, landscaping and open-space areas.
We don't yet have the information buyers will probably be most interested in: home designs, floor plans and pricing. Those details will ultimately tell us much more about how Village A14 will fit into the existing Serrano market.
Village A14 has been in the works for years
Although the project may be getting more attention now, Village A14 has a fairly long history.
The original application dates back to 2008, and earlier plans for the site included attached residential housing before the project evolved into the detached single-family subdivision planned today.
The tentative subdivision map has since received extensions from El Dorado County, extending the project's timeline through 2030. It's a good example of how long development can take in El Dorado Hills. A project can appear on a planning map years before buyers ever see homes available for purchase.
What could this mean for Serrano?
Fifty-one homes won't dramatically change a community the size of Serrano, but new inventory within an established neighborhood is still worth paying attention to.
For buyers, Village A14 could create another option for those who want a new home without necessarily choosing one of the larger developing areas elsewhere in El Dorado Hills or Folsom.
For existing Serrano homeowners, the eventual pricing will be particularly interesting.
New homes can compete with resale properties, but the comparison isn't always straightforward. Buyers will weigh the appeal of new construction against differences in lot size, privacy, landscaping, upgrades, location within Serrano and overall cost.
Until we know the homes and their pricing, it's too early to say exactly where Village A14 will sit within that equation.
